If I remember correctly, given a project GitHub does provide functionality for the project owner to transform an issue into a discussion thread. This way, when you find it appropriate, you can move an existing issue into the Discussion, e.g. my #124 is an example. (I didn't think of this at the moment of asking, but I also didn't find any other way that doesn't require one more third-party app.)

Instead of using the Issues section for people(including me) to ask questions / to propose ideas(what I'm writing), the Discussion is generally more appropriate for this purpose. I'm not sure whether you have other considerations. Thanks for your reading. For example, say I have found a solution for #124 and want to share it with people, but it's just cumbersome for future readers to find it if I just post the solution as a comment and close the issue. Just my experience.
(btw, adding a Wiki is a good option for people to share tips/recipes, regarding the usage and providing FAQ for simple/common questions.)
