PostgreSQL Version Update #633

PostgreSQL 10 is no longer going to be supported after Nov 2022. Also this appears to be a performance bottleneck for the system.

@CuriouzK0d3r this will be a clean update in case migrations are not feasible. Will connect issue when you open upgrade PR.
