-StaticPropLighting data on static prop with normal map in material active does not showing do to shader problem.
VRAD creates Light Data and does not depend on existance of normal map but in game will fail to show up with normal map presenting in material.

Bug was stated on Valve Developer Wiki and exclusion from it is CS:GO. https://developer.valvesoftware.com/wiki/VRAD#Lights_files
Steps to reproduce
Compile map with static prop and -StaticPropLighting in VRAD advanced settings. Start map and have direct eye contact with prop in question.
