refactor(Base): Introduce FairRootManager::CreateOutputFolder #1591

After introducing RemoveOutputFolder, let's also introduce Create… to improve the lifecycle management.

Using FairRootManager::Instance is not nice, but fixing that is not in scope for this PR.
