[Feature Request] add a per-user blocklist #1035

Description

Following discussion in https://github.com/Fallenbagel/jellyseerr/issues/490, I’d like to see implemented a per-user blocklist.

Desired Behavior

Any user may click to hide a show/movie without impacting others
