Allow disabling dynamic cover backgrounds #425

Description

Whenever logging into my account from my tablet, the rotation of backgrounds (which seem to be covers for various media, i.e. films, shows) slows it down considerably.

I can barely enter my credentials into the inputs to make it past to the home screen.

My tablet is a Galaxy Tab A7, so not necessarily anaemic, either.

Desired Behavior

Allow disabling the rotation of backgrounds, from the administration settings.

It could also be that the images loaded are of a resolution too high for the renderer to handle smoothly, so maybe the above would only be a workaround (the fix being to load images at an adequate resolution for the current viewport).

If your tablet barely supports the login page, isn't the whole application hard to load with all the covers anyway?

I don’t know (couldn’t get past the login form).

If the covers are not 4k images resized as thumbnails, as seems to be the case with the login page, I expect it should load fine.
