add debug API call BlocksTransactionTimes, used for debug.BlocksTPS call in web3.js console
rename non-released API call GetDelegations -> GetDelegationsByAddress
rename debug API call TtfReport -> BlocksTTF to be consistent with debug.BlocksTPS
refactor comments and raw formatting for BlocksTTF
