Add some useful appstarters

I have general appstarters that are really useful and nessecary to guify common linux stuff

• chmod +x for scripts
• run python script
• run java archive
• pip install a python script
• rpm-ostree install rpms
• set keyboard language to utf8
• set local time to UTM (dualboot with Windows)

KDE specific

• open root Dolphin

App-specific

• unlock Keepassxc storage with kwallet
• waydroid start, stop, fullscreen, remove, install app
