Dungeon 3 set - Mana-Etched Regalia (option "110 spd for 15sec" doesn't works)

Got a D3 set Mana-Etched Regalia by archangel-shop for RP and its option, that allows to get 110 additional spell damage for 15 sec doesn't works at all. (tested like a shadow priest)
