There seems to be bunch of these missing in Underbog. I farmed Sporeggar exalted with them in 2013 and they weren't missing.

Confirmed with additional issues:

There are only 7 pieces in normal mode (instead of 20)
There are only 2 pieces in heroic mode (instead of 20)
The herbs do not respawn, according to wowhead comments they should (in 10-15 mins) (This may happened when node respawns were fixed generally #2572)
The objects missing that 'red atmosphere' around them (another gameobject, perhaps?), there's only one exeption

The dungeon difficulity should not affect the amount of spawns, the 20 spawnpoints (or let's say spawn areas) can be found on Wowhead.

Fix denied on PTR. The amount of Sanguine Hibiscus is fine in normal mode, but apparently there's none in heroic mode after the fix.
