Update SNPsplit to v8 release of the Mouse Genomes Project #72

The former mouse genomes project has been archived as a historical record, and has now moved to this new home:

https://www.mousegenomes.org/

In the process, the SNP and varian annotations have also been updated to the GRCm39 genome build, and v8 release of SNPs and variations.

It seems that we should move over this new project now.

From intital tests it appears that the genome preparation sill works with the new annotations, but we need to update all references to GRCm38 (e.g. here ...GRCm38.txt.gz) in the filtering and genome preparation reports.

This is now complete. A new release (v0.6.0) is immininent.
