Determine validity of unknown medium risk fire risk/fire spread for Danville #338

In the medium hazard level, Danville has unknown values for Fire Risk and Fire Spread. https://firecares.org/departments/79340/danville-fire-department

Also found that https://firecares.org/departments/88619/middletown-fire-protection-district is similar and has partial risk assessments at different levels:

See #345 for some explanation on this. There is potential (based on availability of predicted numbers) that Death and Injury Risk could be available, but Fire Risk and Fire Spread Risk could be unknown. Confirmed that is the case for the medium hazard level on Danville as well as the low hazard level on Middletown.
