special account type for FAST, etc? #116

we need FAST to have access to grants. Maybe a little more than voter, less than admin? not sure. Think about ways of doing this

I think it's fine to make them voters and they can just send us a list of stuff they want to tag

I think this is dependent on fixing role accounts, so WONTFIX until that's done. (I don't think I can set blockers in github issues)

Reopening! I think I can make FAST a special type of Voter account, with a special option that lets them see all of the grants whether they are open or closed.

changes:

new DB flag for the voter user type (some sort of enum probs).
UI in the voter edit screen to activate the type
update the vote screen to show all grants for fast people.
