Fix dedicated server crash #103

This is more or less an unconditional nuking of the @Environment from the sources. The game would crash on a dedicated server whenever an Automobility block was placed because of missing fields.

Beware that since ARRP for 1.18.2 is not publicly available anymore you'll need to manually check it out on commit 39d8a9300d72ead400412d2d6b7fbb36ad995349 and publish it to mavenLocal
