problems with interpretation of '-' (no data) for County Updates table sorting #882

Sorting on a column like Audited Contest Discrepancies, Non-audited Contest Discrepancies, or Disagreements where there are — values for counties that have no data does not work properly. The — values are intermixed with the numbers, and the numbers are also not all in sequence.
