[SUGGESTION] - FTB Ultimine should require tools #155

A lot of blocks like sculk, dirt, sand, clay, etc. can be mined by hand for very little effort. It would make more sense to make it use a shovel so that players can't simply breeze through collecting them

Also, might be worth making Ultimine do twice the durability so that using GT hammers and axes are encouraged instead of just spamming stone tools + Ultimine
