Modem never auto-connects when reboot is issued #465

What steps will reproduce the problem?
1. Connect LTE modem Huawei K5150 to USB port
2. Set it in Ethernet over USB section and connect, check IP on WAN 
3. issue reboot from console or WEB UI

What is the expected output? What do you see instead?
Modem is auto-connected to network, instead I see the modem led will stay 
flashing and it is not associated to network

What version of the product are you using?
WL-500gPV2

Please describe the problem as detailed as it's possible.
If you have connection problem, then syslog file is required. (please do
attach it as a file)

The issue is, if router is powercycled, then modem auto-connects just fine but 
reboot make modem stuck
I tried several things, adding sleep 60 to pre-boot to give modem some more 
time boot or recover, but it does not have any effect.

what more i can check and how to properly debug this bad behaviour?

More observation showed, that when modem light is flashing after reboot, it 
appears as disconnected in Modem WEB GUI at http://192.168.9.1/. Selecting 
Connect again establishes connection, however it is expected, that this will be 
handled by auto-connect without manual intervention.
