Fabricate new cooling collars for TKR-DET

Some cooling collars were damaged during the first assembly of the Tracker, and there are likely going to be additional collars damaged during disassembly. Thus, going forward we'll likely need to do a combination of re-anodizing existing cooling collars and fabricating spare collars.

There are 4 variations of cooling collars:

• Material: Al-6061-T6
• Anodization: MIL-A-8625F, TYPE III, CLASS 1, THICKNESS 0.002"

How many cooling collars (of each variation) do we want to remake? How many existing cooling collars need to be sent out for fabrication?

Original cooling collars were re-anodized and re-used, no new spares were produced.
