tplMirror tar.gz file type #241

Seems like the tplMirror files have different format than tar.gz ... system is linux

tested 2 ways .. 1)cloned lib and 2) downloaded zip for thirdPartyLibs

[tjb@venus tplMirror]$ gzip -d doxygen-1.8.20.tar.gz

gzip: doxygen-1.8.20.tar.gz: not in gzip format

However downloading doxygen from doxy site no error.. [tjb@venus tplMirror]$ gzip -d doxygen-1.9.8.linux.bin.tar.gz [tjb@venus tplMirror]$

needed to install git-lfs
