Update hypre #249

  1. Update hypre to v2.30.0-3-gcf43b1653.
  2. Add script for downloading and packing hypre.

Main updates with the new hypre version:

Hi all, CI is passing and this is ready to be merged.

Note I added a script to facilitate future updates on hypre
