Update to Baselibs 7.24.0 and MAPL 2.46.1 for Spack Build support #750

This is a companion to:

where we are trying to get the ESMF::ESMF target working for Spack builds.

This has the following updates:

  1. Update to ESMA_env v4.29.0 → Baselibs 7.24.0 (ESMF 8.6.1b04)
  2. Update to MAPL 2.46.1 → (Many updates from MAPL 2.45, update FindESMF.cmake for spack)

In Baselibs-style GEOSgcm runs, this is zero-diff in all testing.

There will need to be a follow-up PR for the ESMA_cmake update in https://github.com/GEOS-ESM/ESMA_cmake/pull/377. After that, we need to retest one last time (knock on wood) with JEDI and hopefully we can put a tag on GEOSgcm!
