No representation for Reporting Exceptions #130

This relates to the following comment from GLEIF review of March 15th: • As identified in the Mapping Table, hasReportingexception with enumeration for the exception types, needs to be added.

Note that this has its own format and XML Schema https://www.gleif.org/en/about-lei/common-data-file-format/level-2-data-reporting-exceptions-format# separate from the L2 XML Schema and with no relationship between them in the XML Schemas. Note that, since an exception represents a lack of relationship, it would not be possible to have hasReportingException as a property on a LegalEntityRelationship. It would probably be the inverse of a property from the Exception to the RegisteredEntity reporting the exception. Semantically, having no parent to report (e.g. for an Ultimate owner) should probably be treated differently since it's what would be expected.

Added an initial ontology. Further semantics are awaiting responses to a set of questions emailed to GLEIF.
