Updated react LGV, fixed some docs and links.

Release notes:

JBrowseR 0.9.0

Updated @jbrowse/react-linear-genome-view to latest release (1.4.4). Check out the JB2 release notes to learn about all of the features!
Fixed the code example for track_wiggle().
Updated the URL for the hg38 to fix the CORS error from the old source.

Not really sure why the ubuntu devel build is failing on CI. It looks like curl can't be installed. I'll probably re-run tomorrow to see if it is an outage or something right now.

CRAN checks have passed.

Managed to fix it by updating the Github actions, green means go! ✅
