Sync Staging and Dev Environments #1430

Currently staging and dev are out of sync - We need to evaluate what needs to be done and sync up the two environments
Complete a full QA to ensure everything works properly
Moving forward, O&M work will be done dev > staging > production and Eval work will be one in eval-main

First Part

[x] Merge changes from Dev & Staging into one branch
[x] Solve merge issues & update code to integrate these two versions
[x] Fix all Elixir dependencies issues
[x] Push to Github to validate possible deployment issues

Second Part

@r-bartlett-gsa First part of the work is completed, working on the second part, The card has been updated to reflect the job done and the pending.
