The Data Briefing: It Takes an Online Community to Digitally Transform an Organization
The open source movement has changed how we develop software, create content, and even do science. Using a community to help complete projects and bring about change has become so ubiquitous in the last ten years that it has even earned a name — crowdsourcing. Crowdsourcing is a powerful tool and is now being used to help organizations digitally transform.

My Ph.D. dissertation was about the organizational change that resulted from merging a city government archives with a country government archives. Even though both agencies were small (a staff of eight people), the challenges of the organizational transformation were many, and it took at least two years to complete the merger fully. In 2005, I counted over one million academic journal articles on organizational change. However, with all this research and advice on organizational change, only 30% of organizational change efforts succeed.
So, how would crowdsourcing help change efforts succeed? According to some research, successful transformation efforts have three characteristics: focus on people, constant communication, and more supportive actions. Centralized change efforts cannot scale adequately and act agile enough to use the three characteristics effectively. Crowdsourcing the change effort better fulfills the three characteristics of successful transformation.
What is needed to use crowdsourcing in digital transformation effectively?
Digital transformation is necessary to realize the promise of the 21st century federal government. All federal employees are vital partners in bringing about the digital transformations of their agencies.
