Details of Issue:

There is no use case to onboard an application or protected resource to the Enterprise Identity Governance and Administration.

Disagree - The Use Cases are focused on the users, interactions, and processes. The Use Cases are defined to help teams of business owners and technology owners apply concepts to the mission areas. Specifically, for the Identity Governance and on-boarding applications - the "grant access" or access recertification use case can be expanded upon for each agency.
