Consideration should be given to removing federation and governance as supporting elements and roll them into the practice areas. Governance is largely a factor of the Identity Management and Federation Access Management. This fits more neatly into the FICAM terms. Originally Governance was not considered a FICAM practice, but many of th IAM products themselves are named Identity Governance and Administration. In addition Federation is the manner in which we can include entities validated by an external party into the local organizations' applications and also determining what access they should have. The former is the domain of Identity Management and the later Access Management.
