Add missing environment veriables to egress deploy action

A note to PR reviewers: it may be helpful to review our code review documentation to know what to keep in mind while reviewing pull requests.

Description

This changeset adds missing environment variables needed by the egress proxy to now properly deploy.

NOTE: Once we get this working, we'll have to uncomment the check for repo changes, as we don't need to deploy this every single time.

Security Considerations

• We need to make sure we're able to update the egress proxy to keep our outbound network traffic secure.
