disable or hide pagination on activities listing page because it may be confusing to have active links that give back blank spreadsheets and zero data 2024-11-25 05_32_47 PM America_Detroit - sms - State SNAP report.csv

alternatively, we could have a "no data yet" state or indiciation of the activities page

can we chat about this? thank you
