This commit does a few things to improve the function of the MLOps server and make it more robust during upgrades:

Switched from MySQL to postgres as database backend. Postgres was found to be significantly faster during startup reducing the requirement for container restarts.
added a test function with instructions to enable deployer to quickly test server is functioning as expected
improved readme to include a diagram of the high level architecture
moved readme asset to this repo as opposed to externally hosted
added placeholders for server function tests
added check for required env variables in Experiment class
