Add for Active Transformer instant structure check when controller placed

It will make transformer building faster, like it was before rework. Now transformers don't blow so instant structure check will not cause problems

Now transformers don't blow so instant structure check will not cause problems

They definitely still blow up when they deform while running, but since it can't start running if it's not formed this won't be a problem still. Note that you can force a structure check by turning on the AT with the power switch or a soft mallet.
