When you launch an instance from dev portal, if the instance is on us-west-2, it never provisions. Also, there are not logs, neither fett.log or even user-data.log. I am suspecting -as a wild presumption- smth with the AWS credentials. This would explain both the instance inability to write to cloudWatch the logs, and not being able to send the SQS deployment message.
