Shutdown/remove Synack VPN host

Now that FETT 1 is over, we'd like to shutdown the EC2 instance acting as a VPN connection between Synack's environment and Production FETT.

AC:

• VPN connection to Synack is severed.
• EC2 instance hosting same is decommissioned.
