[High High Priority] Marking COI projects as null in ballot #89

Reported COI should have impact=0, in the ballot, like retrolist is set to null in OP-UI but when reported in our UI, they are in the ballot.

This is fixed. Please do a retest.

Mark some projects as conflict of interest, and when updating the ballot, they should be out of the ballot at the bottom, in OP Voting app UI, like the image I provided @maryjaf

It seems it hasn't been ready for testing yet , i see these project with 0 percentage in the list @mmahdigh
