Make Video Device selection (HUD overlay) stick when MP is closes and reopened #581

When starting MP the Video Device (video overlay on the HUD) must be selected 
each time.

We would like to see that selection stick and be automatically connected when 
MP is launched.  Once we select the video device MP should remember it and look 
for it on a COM port, then automatically connect it to the HUD.  If we want to 
change we could still to to Setup/Planner and select a different device - which 
would then stick.
