Confusing labels "Open Image" and "Import SVG" (also PDF import) #1206

What steps will reproduce the problem?
1. Select the main drop-down menu inside svg-edit

What is the expected output? What do you see instead?

The options "Open Image" and "Import SVG" are confusing because the "Import 
SVG" actually allows you to import raster images, where "Open Image" only 
allows you to open SVG files.

Recommend changing these labels to:
"Open SVG" 
"Import Image"

In what browser did you experience this problem? 
All

In what version of SVG-edit does the problem occur? 
2.7.1

Please provide any additional information below.

Just an FYI that with PDF.js we should be able to allow PDF import (perhaps 
prompting the user for a page number out of the PDF) whenever we may get to 
this fix, and should consider the name accordingly (assuming we get to this!).

I got around to the labeling fix, but without the PDF.js; filed that as a 
separate issue #1213
