[PCB] Move pi hat USB header so lip of physical hardware is over the edge of the board #87

As the title states, this needs to be moved closer to the edge so the lip of the USB header is hanging off the edge of the board. Currently, the lip elevates the connector slightly. Maybe not a priority, but marking this bug so we don't lose track of the issue for the "customer".
