Give user some info of what the basemap decorators do #921

We need to give some information of what the buttons do, specially for bathymetry if the user is in a top level and activates it, he may think that is broken when it is actually working but in deeper zoom levels. I would add some description for each.

To put this in context : there's an issue that prevents bathymetry to show up at low z levels; I'll have a look at why as well
