Run number discrepencies in submission payload between 0.2.1 and EC 1.0.8 #60

Possible explanations for illumina-bam_happy_path.csv test case which is analysed successfully when uploaded with EC 1.0.8 but fails downstream (despite successful upload) with gpas-cli 0.2.1.

In EC 1.0.8, run_number is an integer type, in gpas-cli 0.2.1 it is a string type
EC 1.0.8 provides run_numbers as a list of integers

Suspect either these or https://github.com/GlobalPathogenAnalysisService/gpas-cli/issues/59 are responsible for test case failure
