Add support for DacFX 160, and running cross platform.

Need to update to support the latest DacFX version (160+), where SqlPackage is now available as a cross platform tool. See: microsoft/DacFx

To do this,

• nuget packages must be changed
• compile as .net standard 2.1 to allow running in linux
• update tests, and so on.
