Update embedded Postgres to a newer version #430

Hi, Inspecting Cloud Workstations virtual machines with Wiz, it was discovered that google-fluentd component is running with Postgres 9.6.24 which is in end of life. Based on this finding, I want to verify if there is any work in progress to update it, once running softwares in end of life can be a risk. Thanks in advanced.
