Edit release notes and readme #23

Docs updates to the release notes and project readme. I'll submit docs updates in phases to make them easier to review:

  1. Update release notes and readme (first pass)
  2. Update user guide (first pass)
  3. Update porting guide (first pass)
  4. API writing (first pass)
  5. Readmes in /examples (first pass)
  6. Review all documents for style consistency (final editing pass)
