persist testing works through volume
allow metaqueries plugin to be properly loaded in container

I tested the changes of this PR to bootstrap a local setup for testing some changes to the plugin. It worked perfectly for me, especially since Grafana requires the plugin to be whitelisted (or to enable the development mode) to skip the verification.
