Code cleanup v2 #14

Adds a bunch of lint tools including:
- black
- autopep8
- pre-commit
- flake8
- isort
- autoflake
Lints existing code
Added other configs and settings for better maintaining project
- CONTRIBUTING.md
- .gitignore for Python
- requirements.txt and requirements-dev.txt

I've tested this using Python 3.10.1, tf-nightly (2.9.0.dev20220102), and OpenCV build from https://github.com/alexmi256/manjaro-ml#github-opencvopencv-python
