Description

Refactor gli.io into multiple files.

Related Issue

Fix #460.

Motivation and Context

We would like to break code into multiple functions to make future development easier.

How Has This Been Tested?

Tested on cora.ipynb. We also expect the change to pass test_io.py, too.
