4 days ago Seems to be affecting me too. After clearing data for the Speech Synthesis app it list all the languages, but when restarting the profile English is the only option again.

All above apps with network permission & running in compatibility mode to be sure.
Interesting detail: in Settings->System->Languages->cog wheel next to Speech input, there are some languages listed but not all. Compared version numbers for both the Recorder app as well as the Speech Synthesis app to a stock OS user, they are the same. Also, on exactly the same setup but on a Pixel 6 Pro (vs a Pixel 8), I have no issues at all. Might be related to issue 3284 since that's one of the relevant changes on the Pixel 8 series.
On my Pixel 8a the transcription feature works, but only shows options for English, even when other languages are also installed through the Speech Recognition and Synthesis application.
I've currently got installed English (US) and Italian (Italy) (both at v9054), I've also attempted to install other languages to no avail.
Within the Google Recorder app in Recorder settings > Transcription language, the selected option is "English [no US, UK, just that]" and the only available option is "English [still nothing more]". Even after multiple reboots, reinstalls of both applications, force killing after installing a new language, nothing appears to function.
The applications are installed on a secondary profile, logged into my main Google account.
