Incorporate dsl_workshop into the sphinx documentation #976

The Vulcan team created a workshop for attendees to learn about gt4py through a set of workshops a few years ago. That material has somewhat fallen out of date, so I'd like to make sure it's stored and hosted somewhere people can use the material more easily.

It might make sense to incorporate the purely-gt4py aspects into the documentation as a learning series.

Probably we don't have time to do this for the release, I am removing it from the milestone.
