Update testing

This PR provides / changes

• up to date test-and-release.yml workflow
• updates chai
• downgrades chai-as-promised as the up-to-date version is ESM only and ioBroker testing currently does not support esm only

IMPORTANT: Test fail at platform windows. Windows tests are currently disabled. See line 44/45 at test-and-release.yml

If your adapter should / does work on platform windows, please reenable windos tests (uncomment firt line and comment second) and try to diagnose the problem. If adapetr does not work on woindows for sure, please drop a note at README.md
