I'm not sure if it might trigger with the PCS but throwing a smoke grenade triggers combat rush that was provided with the sitrep.

Did the user have biggest booms?

I dont remember but possibly, my notes said it occured in a mission in fl9 so likely had BB by then

I think the only way i can fix this is to make combat rush only trigger from crits from Primary or secondary weapons.
