Add more detail on the front page as well concerning optimods as an open source package with gurobipy commercially licensed dependency

Ok I'm now not so sure why we need this. There is a KB article that users are pointed to by the license error explaining licensing. Do we really need a second one? Wouldn't it make more sense that this licensing information just live in the docs directly?

b649ca2 adds license details in a few places in the docs.

License info is in the docs now, we don't need another KB to link to.
